Performance Assessment and Actual Needs for Operations and Maintenance (AKNOP) for Distributed Reservoirs in West Papua

Reservoirs (embung) play a crucial role in water resource management, particularly in supporting agriculture, conservation, and raw water supply. However, many reservoirs in West Papua face challenges such as sedimentation, infrastructure deterioration, and suboptimal operations and maintenance (O&M). This project focuses on conducting a Performance Assessment and formulating the Actual Needs for Operations and Maintenance (AKNOP) to enhance the sustainability and functionality of 27 reservoirs spread across the Kamundan Sebyar and Omba Watershed Regions, covering Sorong, Raja Ampat, Kaimana, and Fakfak.

Our approach involves a comprehensive technical audit, including structural evaluations, hydrological and topographical surveys, institutional capacity assessments, and sedimentation analysis to determine the exact operational and maintenance needs. Utilizing modern survey equipment and advanced data analysis, this study provides precise recommendations for optimizing reservoir management. The findings serve as a strategic reference for local and national water management agencies, ensuring effective infrastructure planning and long-term sustainability.

This project aligns with national water resource regulations, including Law No. 17 of 2019 on Water ResourcesGovernment Regulation No. 42 of 2008 on Water Resource Management, and Ministerial Regulation No. 06 of 2015 on Infrastructure Maintenance. The key deliverables include a Performance Assessment Report, Operations & Maintenance Planning, Cost Budget Plan (RAB), visual documentation, and thematic reservoir maps, ensuring that every aspect of infrastructure resilience is addressed.

By integrating a multidisciplinary approach and collaborating with Balai Wilayah Sungai (BWS) Papua Barat and PT. Globetek Glory Konsultan, this project provides a comprehensive framework for sustainable reservoir management. The goal is to maintain efficient water distribution, prevent infrastructure failure, and enhance the adaptive capacity of reservoirs in West Papua. Through fact-based analysis and structured O&M planning, this initiative aims to create a more resilient and efficient water resource system for the region, benefiting both communities and the environment.
